C4L Rapid Pay Program
(C4L RPP), Details and Guidelines

At C4L, we value strong relationships with our subcontractors and understand the importance of reliable cash flow. The C4L Rapid Pay Program (“C4L RPP”) was created to help subcontractors receive accelerated payments while supporting competitive pricing and long-term partnerships.

C4L also understands that preparing bid proposals for projects that are not yet under contract requires a significant investment of time and effort from our subcontractors. We hope this program provides additional incentive for subcontractors to provide C4L with their most competitive pricing, giving C4L the best opportunity to successfully secure projects and, in turn, helping subcontractors begin work and receive payment faster.

Subcontractors whose quotations help C4L successfully secure projects may be eligible to participate in the C4L Rapid Pay Program.

Program Overview

Any subcontractor awarded work by C4L may elect to participate in the C4L Rapid Pay Program for qualifying invoices.

Under this program, qualifying approved invoices may be paid within seven (7) days in exchange for a four percent (4%) rapid payment discount.

C4L recognizes that standard payment cycles of 30–60 days can create challenges for subcontractors managing payroll, materials, and operating expenses. This program is intended to provide an optional accelerated payment solution that benefits both C4L and its subcontracting partners.

Program Guidelines

• Participation in the C4L RPP is voluntary.

• Qualifying invoices must not exceed $20,000.

• Only one (1) invoice per subcontractor may qualify for the C4L RPP within any thirty (30) day period.

• Invoices must be submitted by 5:00 PM on Wednesday to be considered for the current C4L RPP payment cycle.

• Subcontractors must notify C4L in the invoice submission email that they are requesting participation in the C4L RPP for that specific invoice.

• Current certificates of insurance and all required project documentation must be on file with C4L at the time the invoice is submitted.

• Invoices must be accurate, complete, and approved before expedited payment processing will begin.

• All labor and materials included within the submitted invoice must be either fully completed and installed or physically stored on-site at the project location at the time the invoice is submitted.

• Materials that are not stored on-site are not eligible for participation in the C4L RPP.

• C4L reserves the right to verify completed work and stored materials prior to payment.

• Approved payments under the C4L RPP will be processed via ACH whenever possible.

• C4L will deduct four percent (4%) from the total invoice amount as the rapid payment discount.

• Participating subcontractors may structure or phase invoicing, where appropriate, to remain eligible for the program.

• Priority consideration may be given to subcontractors who consistently provide competitive pricing, timely proposals, strong project performance, and responsive project management.

• Participation in the C4L RPP does not guarantee future work or project awards.

• C4L reserves the right to modify, suspend, or discontinue the program at any time.
